Plan of Audit Air Pollutants Emissions from Stationary Sources and Consumer Products VOCs Control System

On the task of research and investigation of hazardous air pollutants (HAPs) control regulations, the strategy and main task of HAPs for next four years has been proposed and incorporated into the “Air Pollution Prevention Plan (2024 to 2027) (draft)”. A total of 12 discussions were held with the industry, the local environmental protection agency and experts for the two drafts of "Management Regulations of Volatile Organic Compounds in Surface Coating Operations" and "Processes for Health Risk Assessment of HAPs from Stationary Pollution Sources". The inspections for eight designated HAPs were conducted in stacks and ambient air to investigate the emission characteristics, a total 41 samples were analyzed. On the task of mastering the HAPs level of ambient concentration, the analysis of HAPs monitoring data in five industrial parks has completed, and conducted atmospheric HAPs concentration monitoring in Kaohsiung Renda Industrial Park (including 65 samples of volatile organic compounds, carbonyls and heavy metals, etc.) to screen out species of concern in this industrial area. The references for atmospheric HAPs monitoring system in the United States, Japan, South Kores and other countries was studied, and the atmospheric HAPs monitoring network structure was planned. According to the monitoring purpose, it is divided into two types of stations, such as "trend stations" and "task stations". In terms of the reduction of HAPs in high-potential areas, a total of 19 factories in three industrial parks have been tracked on the progress of HAPs reduction, and 8 factories have been negotiated in Renda Industrial Park to assist the industry in developing risk reduction plans. In the work of supporting tools, a total of three amendments to the regulations related to HAPs emission reporting from stationary sources were developed. In addition, 94 samples of paper surface coating process from stacks and raw material were testing and to establish the HAPs emission factor. In the VOCs control of area source, the gas-fuel ratio test for 520 gas-fuel ratio test of refueling guns in gas stations, and five inspections of gas-fuel ratio at gas stations. An amendment was proposed for the "Measurement Method for the Ratio of Gas Pumping Volume and Refueling Volume of Gas Stations" (NIEA A211.71B). The VOCs content of 16 items of architectural coatings has been test, as a reference for development of the recommended VOCs content standard of the new architectural coatings category. A draft of the VOCs composition standard for consumer products has also been proposed.
